I think your best bet would be to refer this individual to somebody, who knows what they are doing.

UHL (United Home Life) will take them on their SIWL-Deluxe plan

If his diabetes is controlled and diagnosed after age 9 then he can qualify for Liberty Bankers standard plan. It's not cheap, though. 25K is 43.64 and that assumes he is a NT.
