International Health Insurance for Mexico

I have a large group here in California that has 1 employee with dual citizenship for the United States and Mexico. He works and lives in Jacona, Michoacan, Mexico. Can anyone help me to understand about the system in Mexico and possibly give me some direction on how to get him some health insurance. I am not sure at this point if he has pre-exising conditions or not.

Health Net of California has a plan called "Salud" with a network including docs both in the US and Mexico. Other than that, I haven't a clue except I do love Mexican food.
