I haven't bothered to get certified because no TN carrier pays any commission. A friend of mine asked me to help explain options to some non-english speakers that she works with. Would this be legal since I'd only be expressing an opinion and not doing the actual enrollment or receiving compensation?

Nothing illegal about that unless you are steering somebody to a particular product or company in the hopes of getting a commission or kickback.

I share my insurance knowledge with my friends and acquaintances all the time, but not for money and not in any agent capacity.

Not illegal. Just make sure they understand you are not giving them "professional advice" within a client/agent relationship. And make sure they understand its just a favor and you are not getting compensated.

I give "friend advice" all the time on various subjects. But I make sure to give a disclaimer about how it is just a friend giving their opinion, not an agent making a recommendation.
