Any suggestions for leads sources that are not expensive?

There is no such thing. All leads cost time or money. Some people have more time than money and some have more money than time, but they all cost something.

Even referrals cost something. They cost time, you have to take care of your existing clients to earn referrals.

Leads can mostly be a waste of time and money. Especially for life insurance. But then again I've never purchased any, so ignore me.

If you have a FAT bank account then try leads. If not, start prospecting and generating your own business. Also, generating your own business means almost always a lack of competition.
