Plan is a fixed benefit that covers the preventive services for adults, women, and children. But only has daily limits for actual care ie hospital indemnity. Can this person apply for and get a tax credit?

Symmetry, I think. This guy in a video on cheltanbenefitsgroup.com says a strategy they promote, freedom care-MEC strategy.

Determine if it does or does not have MEC via the SPD. If it does, he is out of luck til OEP. If it does NOT, he is eligible for an SEP. I do not do enough on exchange apps to remember if this is a question or not, I would call to do the app over the phone.
