MAPD Compensation- Is this for real?!!

A friend told me that there is an MAPD that pays the $241 for Jan 1, 2019 effective date that enrolled from another MAPD. Then at the 4th (or 5th) month, it started paying the $20.08/mo as earned. I.e., $241 up front + $160.64 ($20.08 x 8) = $401.64 .
Could this be true? I’m not talking about a “new to MA”.

Could it be new to Medicare, with a 09/01 effective pays renewals as of Jan 1 the following year?
