MAPD Funding Cuts

We know that there were funding cuts in 2009 during the Bush administration on the Medicare Advantage plans, now there's funding cuts in 2010 for the Medicare Advantage plans....who is responsible for them?

Everyone seems to be blaming Obama for what's happening to these plans for 2010. At least the people that I've spoken to that are being terminated or having 100% rate increases.

Does anyone know who actually approves these cuts?

They are occurring in a dem administration with a dem controlled congress so who else is responsible? Even if they were or were not approved in the bush administration, Obama and congress are changing any other part of the health care system that they dont like so if they are not preventing the cuts or are requesting them then they alone are responsible.

The fact that Obama has declared that MA"s are a complete waste of taxpayer dollars and he is committed to eliminating them is a small sign to look for.

It's gotta be Obama'a fault for the MA cuts in '07, '08 and '09. MIPPA is also his fault. The teflon W didn't do anything else during his 8 years in office, what would make anyone think he bears responsibility for anything now?

The gentleman's question was about who is responsible, not about whose fault it is.

Since he is in the process of doing a total makeover of the health care system then he is responsible for all things which he has chosen to keep and all things which he has chosen to eliminate regardless of who may have done what in the past. Similarly, the law requires a cut in medicare reimbursement to docs. Obama and the dems could easily blame that on previous administrations but the reality is that they have the power to change or not change that in a single vote right now so they are responsible. Same with MA's.

Elections have consequences and we must let Obama become President at some point and actually be responsible for something. The word "inherited" will get him through this year. Not so much next year.

Also I don't exactly remember a "teflon" George Bush. I remember a day in and day out grind by the media holding him to task. Something that President Thin-Skin is not well equipped to handle.

republican. You Sir are truly a idealogue. I have no intention of having a forum battle with you ,to busy for that at this time. Do you think your Ultra Conservative positions on every subject is getting a bit old? Of course you don't.
 
ANSWER:

2008 MIPPA passed with veto proof majority.

February 2009, CMS cuts 4 - 4.5% inflation factor out of MA (Part C) program and 660,000 seniors are terminated 2010.

August 2009, Obama administration goes beyond other proposals to cut payments to MA plans and proposes to save $177 billion over 10 years through new competitive-bidding system for MA plans.
