Did the State-Owned exchanges use up their Federal grant? One would think so, at that high level of inefficiency.

So where will they turn for ongoing expenses this Spring/Summer and for running another expensive, inefficient enrollment campaign this coming Fall?

I'm certain that they wouldn't place further financial burdens on insurers. (what happened to the "wink" icon?)

These costs are the (total cost)/(total UNINSURED ELIGIBLES).

Yes, eligibles. Not enrolled, not assisted, but eligible. Read carefully, everything refers to "funding per eligible uninsured".

If we use the 8M enrolled number (just because it's the quoted number these days), and the quoted CMS report on eligible uninsured which indicates 41.3M or so (I exported to Excel and summed the eligibles column), you quickly realize the acquisition cost of each enrollee is about 5 times the quoted figures (of course, variations exist as certain states enrolled a higher or lower proportion of the uninsured).

When you multiply those numbers by 5, they start to look very similar to annual commissions...
