Massachusetts Commercial Auto w/ int'l driver

Hey everyone. I have a client here in California, but they need a commercial auto policy for one rented vehicle, and 1 Massachusetts driver and 1 int'l driver. Progressive is crazy expensive $10,000 and non of my other markets want it because they don't write Massachusetts, or the international driver. I've gone to all my markets, and my cluster. Any ideas?
