I read that open enrollment lasts the whole year for med supps in Connecticut. Is this true? If so, does that mean that all med supp companies offer guaranteed-issue med supps all year to everybody over age 65?

You are both correct. Connecticut is both a GI state and a community rated state. So the carriers have to charge more.

You can see the rates here: http://www.ct.gov/cid/lib/cid/Medicare_Supplement_Insurance_Rates.pdf

The AARP rates are a little off. They had a small rate increase for July that isn't reflected in the document. There might be other companies rates that have increased that I didn't notice.
