MAPD disenrollment period is from 01/01/2016 and 02/14/2016. If a person wants to leave their MAPD plan can you get a 01/01/2016 effective date for the Med Supp and Prescription Drug Plan? Will they have to wait until 01/01/2016 to enroll in both plans with February 1 effective dates?
 
Not that I know of. They would have needed to make the decision to change to a med sup during AEP to enroll into a drug plan for 1/1/2016 coverage. They are stuck with 2/1 or 3/1 start date on PDP unless they have an SEP and can change now.

You can write the med supp now for 2/1 effective date and have them mail you the pdp app after 1/1.less likely they will change their mind if you start the process now

^^^^ Thats exactly what I'd do....start the supplement process now (with a 2/1/16 eff date) and once you know its approved, write the PDP after Jan 1st for Feb start date. :yes::yes:
 
To answer your question, NO, you can't get a 1/1 effective date. The earliest MADP change date will be 2/1 since no change enrollments can be made until 1/1. As stated, you can start the medsupp process now to get 2/1 effective plans in the works.
