Part D plan: AARP MedicareRx Walgreens (PDP) (S5921-390-0) is $28/mo. (when selecting, "I don't get any extra help."

When selecting, "I applied for and got extra help through social security - I pay $3.40 - $8.50..." the premium goes from $28 to $22.50.

Shouldn't it go to $0? Or am I missing something?...

The United/AARP site has the same info -- $22.50/month for 100% Extra Help. Must have some kind of enhanced coverage that doesn't knock it down to zero.
