Medicare - Release from Upline during AEP

I know this was an old post recently brought up again, but I'm not sure how the thought of agents being contracted at the same level as the highest FMO contract makes any sense? An FMO's contract should evaluated to make sure they are holding up their end of the deal, however these contracts are given out because FMO's are ultimately responsible for recruiting, growing sales and taking some of the load off the carrier. Not all in the industry hold up to these standards, but if top level commission was paid to every agent on the street and the carriers had to provide 100 percent of the support to the same agent, ultimately insurance carriers wouldn't be able to stay in business as they would have the same spread on business sold plus have to take on the costs of hiring more customer service reps. They would either have to cut into member benefits/raise premium costs or completely lower the commission for all agents involved to recoup their expenses.
