Medigap Insurer MUST Reduce Premium on 65th Birthday?

Question regarding the paragraphs below: Is the insurance company required by California or federal law to reduce premiums to age 65 levels upon request by the insured on the insured's 65th birthday, or not?

The first statement below, "If you already have a Medigap policy at that time, you can keep it and get a lower premium when you turn 65", would seem to imply that this is a right, but the other statements using the words "ask" and "request" (rather than the more affirmative words of "notify" and "receive") make me wonder if perhaps this is not a right? I can't find the California codes that correspond to this to get clarification.:

Note: If you became eligible for Medicare when you were younger than 65, you will also be entitled to this 6-month Open Enrollment period starting the month of your 65th birthday regardless of any health conditions you may already have, including ESRD (once you are 65 years of age). If you already have a Medigap policy at that time, you can keep it and get a lower premium when you turn 65, or you can take advantage of this new right to get another Medigap from a different company that is more suitable for your needs. Contact your currentcompany to let them know that you are 65 years old and ask them to lower your premium.

What's hard to understand? At 65 you will pay what ALL 65 year olds pay which is much less than what 64 year olds pay.

Under 65's pay more because they are on disability.

You can change plans and companies or you can stay with the same one. Either way works.

Get a good local agent if you don't already have one. His guidance is free. Use it.
