Missing Part A

Has anyone heard this besides one of my reps..

Someone that has been in US for over 10 yrs with no part A, can now go to ss office betw now and feb15th and ask for the part A and it will be effective july 01?

Unless I am mistaken, anyone who has paid into Social Security for a total of forty quarters automatically qualifies for Medicare and gets Part A at no additional charge when they turn 65.

The Peoples Republic of California may have something like that but as far as I know it isn't available in the other 56 states.
