88 year old US citizen. Moved out of country for 3 years, now back home as of early December. Kept Medicare but dropped Medigap and PDP. AARP/UHC may be her only shot for a Medigap due to health issues.

Needs Part D.

She missed the open enrollment deadline (12/7) but does re-entering the country give her an SEP? And will she pay a penalty for going without Part D for 3 years?

Yes, has 2-months SEP once back in the country. She wasn't eligible to enroll into Part D while out of the country so the 3-yr gap should be a non-factor.
 
Thanks for the help.

I thought she had an SEP but not sure. ASSUMED there would not be a penalty. Not sure what kind of PROOF the carrier will want since this is what I consider an unusual situation.
