NDR Fixed Rate Loan

Does anyone know if a non-direct recognition whole life policy with fixed rate policy loans exists? If so, who offers these?

Haven't heard of it. The closest I know of is MassMutual. However, when you choose a fixed loan rate, the POLICY is no longer NDR.

From what I've seen, only with a variable rate loan can a whole life policy be NDR.
 
At Mass if you opt for a fixed loan, it is direct recognition.
Direct Recognition should not be a deal breaker, it does offer protection for the client.
Guardian on fixed loan rates are 6% going down to 4% later of 20 years or age 65.
If interest rates are rising, that 4% loan rate is pretty.
Now the loan will affect the dividend.
Currently on a loaned policy from Guardian the loaned dividend is larger than the unloaned dividend.
You always have the option of getting a cash value backed loan from a company like
