nestle retiree medicare plans

I have a retiree from Nestle that possibly has a retiree option. He's in Florida and won't get get any info from them until days from his retirement. Does anyone know what he has if anything?

Is is COBRA only
Is it an HRA platform like AON/ATT? If so, do you know the rules (buying PDP thru exchange only for reimbursement, annual amts, etc)
Are there any rules for keeping an under 65 spouse on the plan that are different than if they are both over 65?
