Can the state of California or the insurance dept be sued for their part in this? Such as over the arrest, lost wages, ruined reputation or things like that?

It's no different than when anyone get accused of a crime. Even if you are found not guilty you may have destroyed your life and gone bankrupt paying the legal fees. Not to mention the loss of property which may be confiscated and never returned.

There is no "prevailing party pays costs." The innocent party gets screwed.

There are some professions where you are "guilty until proven innocent".

Insurance agents, financial services, school teachers (in respect to child sexual abuse), politicians, and CEOs... are all generally in this category.

Also technically anyone can sue for loss of dignity, honor but by agreeing to sell life insurance, you are presumed to have waived this right. No jury will believe you.
