Well, maybe not new but back from the dead...

Before the ACA, there was AEP and OEP. OEP was from January 1st through March 31st, in which Medicare beneficiaries had a one-time change to a different MA plan or leave their MA plan.

Looks like it is coming back in 2019 as part of the 21st Century Cures Act.

If I read this correctly, they can change to another MA plan, or to original Medicare but GI for Medigap does not apply.
 
That is how I am reading it as well.

Basically they can one time change to a new MA plan from 1/1 to 3/31 or leave their MA plan and go back to original Medicare.
 
Sounds like how it was before AEP used to run till end of dec and allowed as many changes as desired

OE ran Jan through march was like AEP with only 1 change allowed,

GI has no reason to factor other than normal GI reasons, Discontinued plans, Moved outside service area, retire lose group and so forth
 
Good for those who discover their docs have left a network, etc., but still want an MA plan, or, it's a longer extension of the rights under ADP, adding about 45 days.
 
2 leads today not happy with new MA plan this year one was lied to about meds on plan the other about doc in network, Neither qualified health wise for supp. Both could be put into much better MA plans if there were an enrollment period now.
