NPN number and Attestation

I still can't understand why there isn't a way to verify if your NPN number is still in a former customer's policy without going through the whole application.
Also, why is it that sometimes I get an attestation page entering a former clients policy and sometimes I don't? Does it mean that the client has changed the agent of record and the policy has a different NPN?
Any ideas?
 
There is no rhyme or reason of when you have to attest or not.
The NPN listed outside the app would be a nice feature, but it would take 1.2 billion to add a field.

That's also how much $$$ health insurance companies save by not having an agent assigned to a client/policy, whenever and wherever possible.
