This just keeps getting crazier and crazier. Is it really that screwed up or another political ploy to get through the 2014 elections?

Wasn't ever finished. They've been putting it off, and finally realized now, with 2 days to go, that they can't make it happen, so it's delayed a year.

Individual will be delayed a year as well if they can't get their back-end working before 12/23. They won't really have a choice.

It's not a political move, it's a "we're incapable of accomplishing our goal in the given time period" move.
