Yeah they did. Currently progressive has a freeze on new appointment. Not sure when they are going to lift it. Been like that for a year when I checked

Depends on the state too, I have a super easy time getting someone appointed with Progressive in some states, others (Florida) it's radio silence from them.

You are best to stay away from Progressive. I wrote them for 25 years and am doing just fine without their b.s. The latest is I'm still waiting for my monthly commission to be paid. Instead of the 1st of the month we are getting it on the 13th!? After stealing the very customers I brought to them, this is how they reward the agencies in the field. Nice!!!!
