Part D Enrollment Periods

I have a client who is one Medicare Part A due to a disability. He is age 60. I need to confirm, but I think he is out of his open enrollment period.

My understanding is he can only enroll starting Nov. 15th?

Please confirm/explain those that are more knowledgeable on this.

Does he not have part B? If he is on disability, he becomes elidgible for A and B at 24 months, {providing he had 10 quaters working}. He ICEP is the same as one T-65 and gaining Medicare A and B.

If he is outside of that period, he must wait until AEP unless he has an SEP.
