Part D penalty and MAPD

If someone delays enrolling in a Part D plan (incurring a penalty) and then eventually enrolls in a MAPD plan, what happens to the Part D penalty?

Or does it only take effect if the person finally enrolls in a Part D plan?

MAPD = Medicare Advantage Prescription Drug So a form of Part D coverage is built in. It doesn't matter if the person is in a PDP or MAPD, if they had a long enough gap in coverage, they'll be assessed an LEP.
 
If that individual finally enrolls in MAPD, would he / she still get LEP moving forward? or just the gaps?
