Professional Liability for Attorney in CA

Have an attorney who is looking for professional liability. I tried to run it through Superior but he was declined due to: 1) class of business, 2) area of practice, and/or 3) lack of experience.

He was a partner in a firm back east and now has a new solo practice here in California. He specializes in litigation with medical and financial issues, also identity theft.

Any suggestions who might write the case?
