Proof of Coverage

I have a client that recently recieved a counter offer from Assurant. They will accept her, but will put a permanant waiver on her sinuses. Today she recieved her Certificate of Proof of Coverage from her previous group insurance.

My question is can the Certificate of Proof of Coverage affect Assurant's counter offer?

I don't do health but that was what I expected the answer to be. Previous coverage has no bearing on an exclusion of a pre-existing condition.
