Proof of Prior Coverage Needed on a Group Plan.

A friend of mine who had his wife covered on his group plan 2005-2008 I believe with BCBS company has offered Cigna since then. Well his wife is over 65 and they are signing up for Humana Plans now. Medicare says they show no record of her being covered from 2005-2008 and they will have to pay the penalty for that period on part B premiums. My question is who should provide that proof. The company he works for benefits adm. or BCBS? Thanks?
 
The easier would be to get a letter from current HR stating coverage during that time period was "creditable"

Did the client rec a letter from Maximus?
 
Well DS4 HR says he needs to talk to the insurance company BCBS and they say they don't keep records that long. I suggested he find some paper work with his HR# from that time period from a doctor visit. I personally think human resources should have that information as well BCBS. ????? Maximus??
 
Thanks DS4! I will pass this info to him and his wife. I agree the HR is being lazy.
