Refresh on Secondary Auto

In my state, if you are driving a friends vehicle and have an accident, his auto policy still acts as primary and yours as secondary if needed. But what if you find out that his car was uninsured? Yours would become primary right? Well a prospects company says no because they claim that they are only responsible for company insured vehicles and to act as secondary. Never to assume primary. Are they feeding a bunch of bull? At this point in my career, it much nicer to admit that I should have known something virtually anonymously to you guys than my superiors who never give real answers anyway. Thanks
