Resident State, Primary Residence and Business All in Different States! Where Can I Write This?

So this is really not that odd of a senerio in the DC metro area. I have a prospect that lives in DC, claims their parents residence in VA as home for tax reasons, and owns a business in MD.

I there some flexibility on where their policy can be placed? I took a VA app since that was easiest and also the best deal for their needs but it go me wondering.. could I have placed it in DC?

For example, DCs Care First Open Enrollment plans only require a copy of a lease to establish residency in the district. I have lots of people that technically have residency in other states but call DC home for the time being... Could there be state tax implications?

Depends on the product.

If the policy is issued to the business (group insurance, CGL, WC) it is where the business is located.

If issued to the individual, it is his personal tax residence.
