Revisiting the "portability" issue with BCBS plans

Some states use the same plan for HIPAA as for conversion, likely that is what was being referred to.

One can become HIPAA-eligible when moving to another state provided one is covered under employer-sponsored and the carrier won't cover in the new location (and meets the 18 month and other eligibility criteria).
 
I'm unaware that someone moving from BX in one state to BX in another could qualify for a HIPAA plan. Moving to another state is not a HIPAA qualifying event.


You're right it's not a HIPPA plan when you move from state to state but a watered down expensive conversion plan.
 
I believe in most states (CA included) that the interplan transfer/Jwire/Twire (whatever you want to call it) is usually an individual conversion plan.

Anthem has a new thing going in 13 states with plan to plan reciprocation, closest matching coverage. I am not sure it includes all plans say from CA, or just a segment of them depending on state. I need to do more research on that (when time permits).
