If someone pays to have their commercial vehicle, an RV, stored in a locked a parking lot and the vehicle is vandalized while on premise, is the lot responsible for damages or the individual who owns the vehicle?

What does your contract say? Your coverage should be enough for the Claim and you can let your carrier try to subrogate. If it is not a monitored lot you might have a tough time pushing the Claim off to the lot owner

This is not an insurance question, this is a contract law question.

I can all but promise the contract included a wavier for claims against the lot. The question is, will the wavier hold up. And perhaps more importantly, does anyone feel like taking it to court to find out?

You might as well turn this into your carrier if the contract has any language about the lot not being liable for this. If so, they aren't going to pay or want to turn into their insurance until someone makes them.
