No necessarily, a lot of contract labor is done on an hourly basis. You also can't w2 someone without a SSN/EIN, so unless it's an expat I don't think that's even possible.
 
outbounders.com has many available for low hourly rates. just didn't see why I'd need a SAN if they were the ones calling, but since I'm contracting them for hire it makes sense. Better safe than sorry I guess.

Really? I thought the only way to be reported is via a complaint to the feds - who will then do nothing unless there are a bunch of complaints.

Please explain how "people will go after you."
