Self Insurance CE Course

Does anyone know of a CE course that focuses on Self Insurance plans. I'm not looking for a certification but would like to study the subject for personal enrichment.

Insurance, by definition, is about risk transfer. Why would there be a CE course on "self insurance" except that you either transfer the risk (and pay the premium) or you own the risk (and loss)?

I must be missing something.
