SEP After COBRA Expiration?

If someone is coming off of COBRA, does that allow them to have a SEP?

Also for subsidies what if the other spouse has a medicare plan via ssdi, he's 63 (family income of 31k), she's 65 on medicare, what happens to his subsidies, goes up or down?
Appreciate any help, I don't deal with ACA plans was just helping someone out.
 
Social Security Disability Income (SSDI) counts as income for the household.

They would have SEP after COBRA has expired. Have to apply within 60 days.

I'm not sure what exactly you mean what happens to his subsidy. It's factored off 1 person applying for coverage.
 
With 31k in income though, they should still be eligible for silver cost-sharing subsidies for the non-Medicare spouse (that is under 200% of FPL for household of 2).
 
I use the Kaiser calculator, it's a little different than what ehealthinsurance shows it seems. It showed he had quite a subsidy, would have a better plan than what he currently has so he was weighing COBRA vs ACA.

ACA will be significantly cheaper. Network might be smaller but if healthy for the most part probably not a huge deal.
