SEP during open enrollment

Why do some apps issue with a sep during open enrollment?? Also, I have farmers who have way too many resources to qualify for Medicaid for their kids but the modified adjusted gross income kicks the kids to Medicaid status, is there anyway around this?

Millionaires on Medicaid.............raise the income to above 205% FPL.
No on SEP's for Jan 1st.
