I have had declines from other carriers offered at level 1 with Blue Cross, and have placed cases in the last few months that, a year ago, would have been a decline but were approved.

This sounds like the BX of old here in GA . . . before Wellpoint . . . before Anthem. They would approve anyone who could fog a mirror.

Once Wellpoint moved in, then later Anthem, underwriting took weeks and 40% were declined.

Are all of the CA Blues tied to Anthem? If so, are the same things happening in other Anthem states?

No. Blue Cross is Anthem here, but Blue Shield is a separate company that competes head-to-head and is a private, not for profit.

One thing I noted during the recent Anthem/Wellpoint stock slide was the statement that part of the reason for lowering the forcast had to do with an insufficient number of insured. That may be playing into things here to a degree as well as the ABX concerns. They also could just be buying an increased block of business by taking on higher risk. Hard to say.
