my cynicism wonders who she knows that works at the company that had the secret contest. insurance commissioner will likely come forward saying it is rebating because it wasn't given to all applicants/insureds & wasn't fair to those that cant read, are blind or don't speak the language it was printed in.

Yeah I'm usually not too cynical by nature, but that last paragraph does make me wonder.
