States that do and don't pay individual SEP commissions?

In NH, this is the first year without a commissioned individual SEP to offer for major medical. Next door, Maine just had a big change where the carriers have to pay for SEP business. I would like to understand what the situation is in other states in 2018.

No pay in AZ for SEP's from Ambetter, but allowed to charge fees via new statute.
