strange CA small group situation

On a small group in CA where one has aged out and is on Medicare which is primary. This individual's premium is high and the only benefit to keeping him on the plan is that without him, the plan would have to end.

I'm thinking he should get a HDHP with an out-of-pocket near his current plan. (Of course, not eligible for HSA.) This would save a couple thousand or more in premium to be used elsewhere.

Suppose he goes this route. Medicare part B after the deductible would cover the little things and the group plan would provide a stop loss. If he goes into the hospital, he'd get hit with the Part A deductible(s) but would still have the group stop loss if he ever needed it.

I'm unsure whether he has part D or is relying on the very rich group plan.
