Thinking of an Email Blast.

I've been toying around with the idea of a targeted email blast in one niche or another. Has anyone used it to success? The cost is low and I've heard the hit rate if done right can be around .1% to .2% So buying an email list of 50,000 business owners in my state for nickles could work out well. Could be 50 - 100 companies looking for me to offer competitive quotes.

Does anyone have any suggestions for which companies might have decent email lists at a decent price?

I'm in California. Can't find for the life of me where in the heck to change me off Alabama flag!!! I love the south, but its just inaccurate!
