Unmarried couple with kids-- will kids not qualify for marketplace subsidies?

Let's say the mom makes $40,000 and the dad just started making money, let's say $70,000, they are unmarried and have 4 kids, and they live together. Mom claims all 4 kids on her taxes. Kids used to get CHIP, but now the dad makes too much and the kids don't qualify for CHIP. Since the mom and the dad are unmarried, the mom still qualifies for medicaid for herself, since she is considered a household of 5, since she claims 4 kids on her taxes.
However, on the marketplace, when mom goes on there and wants to get insurance for her kids, it says that the kids are supposed to qualify for CHIP. In reality, they don't, because the dad makes too much. How do the kids get marketplace insurance in this case? Are there subsidies that the kids can get in this case?
 
When question comes up if anyone got declined for medicaid in past 60 days, say yes and the date. May need to send in proof of loss of medicaid, or not.

Would only the mom's income be included for the calculation of subsidies? $40,000 for a family of 5 is considered to be under 138% federal poverty. How would the subsidies work? Would the marketplace just give out the maximum subsidies?
 
I believe APTC available down to 100% FPL, with declined medicaid. Below 100%, I don't think any scenario results in APTC.
