I have a set of clients that are constantly changing phone #s or have constant disconnections due to nonpayment of bills. Do these applications typically go effective if they can't be verified?

Reading between the lines... are you saying that u occasionally give a wrong number intentionally for the problem clients, and want to know if that's going to be a problem? Don't know, never done that....

since they are verified within 15 days of the app i would say this should not be an issue.

If an MA carrier cannot reach the client by phone in 3 attempts a letter will then be sent.

The client will be enrolled without a telephone verification.

So the short answer is "Yes, they will be enrolled."

Medicare also keeps track of what agents have how many clients they cannot reach and will be taking action on it.
