Why so many P&C carriers do not send out 1099?

Does it mean that the commissions received from these carriers are not taxable? I did get one from Progressive but not from other standard/preferred or nonstandard carriers.

I do get them but just because you don't receive a 1099 does not mean you don't have to pay taxes. In fact I am pretty sure there is no requirement to send 1099s if the receiver is a corporation. You pay taxes on your income and if you are deriving your income as a business owner from just 1099's or w-2's you will soon have an issue from the IRS
