Working for an independent and startin my new ia

I'm currently working for an IA, I want to start my own IA. My question is the following. Can I start the document process with the department of Ins, secure office location, start getting carriers to ready for appointment while employed without any conflict of interest? Have any of you have heard of pacific specialty independent alliance and Shaner Insurance Group?
