Great!! The way to bring rates down has always been to limit benefits &/or underwrite. Not much new there. Of course, we could just admit that there is a problem, figure out how to enroll all eligibles, define allowed charges to include most procedures, stop medical trend, come up with plan designs and figure out how to pay for it.
