I have a 65 year old woman who just got US Citizenship and is not eligible for Medicare.
Does anyone know of any Individual Insurance Carriers that will take a 65 year old?

No. I do know that people can "buy into Medicare" who are in that situation.

Don't deal with seniors so I don't know the particulars...

Maybe a senior "expert" would know?
 
They can buy Part A for up to $423 per month and Part B for the usual rates ($96.40 if their individual income is less then $82K).

See page 110 in the 2008 Medicare and you book (may be a different page in the print form as mine is on 112)

After they get A+B they are in the norm in buying other Medicare insurance products.

Other then this method, I do not know of any other insurance that will carry anyone past 65 unless they get group coverage.
