ACA Plan a Couple for Only 1/2 Year

I have a couple that did not buy health insurance yet (willing to pay the penalty). The husband turns 65 in May and will be getting Medicare. The wife is 57. Will she be able to buy health insurance alone or will she have to get a plan with her husband and then he drop the plan in May?
 
Sign them up for a ACA plan during open enrollment. After Feb 1st he could sign up for an MAPD plan or Nov 1st for a Supplement plan with a 5/1 effective date.

Then around 4/1 cancel him off the ACA and leave it in place for the wifey.

I would instruct them to both go on an ACA during OEP to avoid the tax penalty and bounce him into a Medicare plan on 5/1. Plus, then he has coverage for that 5 month period.

With the wife buying alone, they have the tax penalty and he has no coverage for 5 months.
