Had an individual call on the phone today and it sounds like he is having an issue (premium wise) with a Market Place plan.

He did the enrollment on his own, but is now looking for help.

There is no SEP involved and no plan change.

If I were will to give him a hand, could we request that I become the agent for this policy, do what needs to be done, and get
paid for my efforts.

Yes you can by re-doing the application again, keep everything the same, add NPN, change income if needed, pick same plan. It will show in book of biz for next month

He/she has to sign a consent form or a recorded authorization, you have to keep it for 10 years. I would verify all the information he/she submitted is accurate. Make sure you fill out the portion when asked if anyone assisted. Enter your name and NPN. Also, make sure you submit the application by the 26-29th of the month. Depending on which carrier they want, they have time to make their binding payment. Hope this helped.

they did mention that they had done the application on their own, so that shouldn't be a problem.

Just get the consent form signed, go into the application and help them change information, and add yourself in as the helper. I've done that several times, and have never had an issue. Always it's been someone who had been doing or had done their own application or started one and needed help.
