Does anyone know how to gain access to an annuity rate-comparison software online? Preferably at no cost.

Are you just looking for generic fixed rates? You can just use one of your competitor's sites that publish rates.

Anything more specific (comp, spec sheets, living benefits, etc.) you're going to have to pay for it or get it from your IMO (many provide something like this if you ask).

I get access through my FMO at no cost. There are other like sites available to use some have cost around 59.00 plus that are very useful.
